Alexandre G. Rodrigues, Eng. Ph.D. PMP -
Throughout his career Dr. Rodrigues has been delivering services for a wide range of international organizations, like Volkswagen, Motorola, Microsoft, and Google in Europe, BHP and South32 in Australia and Africa, NATO in Brussels and Holland, Vodafone and Boehringer-Ingelheim in Germany, BAe Systems in the UK, VALE and Rio Tinto in Africa, ROSATOM in Russia, Casas Bahia and Telefonica in Brazil.
He has participated in major international projects, including in the defense area where he also developed applied scientific research, particularly at British Aerospace (UK) having received, as a result of his work, the Mike Simpson Award (1996) granted by the prestigious British association Operational Research Society (ORS). Also in the defense sector, he worked as a consultant and trainer for the NATO for over three years in an initiative aimed at improving the project management processes of NC3A/NCIA, then NATO's Consultation, Command and Control Agency.
He has been leading the implementation of Earned Value Management Systems for project and program control, especially in the mining, oil and gas, construction, and infra-structures sectors.
He is a Senior Consultant with the Cutter Consortium (US), belonging to the Agile Project Management Practice.
He has extensive teaching experience in the academia, having lectured Project Management and System Dynamics modelling related topics at several universities in Europe, Australia, South America, and Africa. He has supervised several Master and Doctoral research works in the area of Project Management.
He has several years of industry experience as a software engineer and published articles in business and refereed scientific journals, having presented as a guest speaker at several international conferences. In 1996 he has co-organized a NATO Advanced Research Workshop dedicated to the theme "Managing and Modelling Complex Projects", which took place in Kiev (Ukraine) having gathered a wide range of international experts from the US, Europe and the then Eastern bloc.
He was guest Editor of the April 2001 issue of the Cutter IT Journal (Chaired by Edward Yourdon), dedicated to the theme "Multicultural Project Management". He was also invited to publish an article on the 2003/04 Year Book of the Association for Project Management (UK), dedicated to the theme "Earned Value Management in the International Scene.
He is a member of the Project Management Institute (PMI®) and is a certified Project Management Professional (PMP®). He was also a Chartered Member of the Portuguese Association of Engineering. Dr. Rodrigues was founding president of the PMI Portugal Chapter and was a PMI Component Mentor for the EMEA region during 2005 to 2007. He was an active member of the PMI teams that developed the 3rd edition of the PMBOK Guide® and the 1st edition of the OPM3® model for organizational project management maturity assessment. He served for two consecutive years in the Congress Project Action Teams (CoPAT) for the EMEA PMI Global Congresses that took place in Prague (2004) and Edinburgh (2005).
Dr. Rodrigues was an international correspondent for the Project Management Forum (PMForum) in Portugal. In 2009, Alexandre was named Projec Management Ambassador in Portugal by the PMForum, having joined the international PM Ambassadors speakers’ bureau created by this international organization.
He was invited in late 2009 by the PMI to join the core team that developed the second edition of the PMI Practice Standard for Earned Value Management, having again been invited in 2018 to join the team that developed the upgrade of this standard to the ANSI/PMI 19-006-2019 The Standard For Earned Value Management. He was a lead author for the ISO21512 – EVM Implementation Guide standard currently under development He was also invited by Gower Publishers to write two books dedicated to the application of Earned Value Management to Projects, Programs and Portfolios. In 2012, he was invited to become EVM Ambassador in Europe by the Earned Value Management Europe Association.
Alexandre Rodrigues holds a five-year "licenciate" degree in Systems and Informatics Engineering awarded by the University of Minho in Portugal, and a Ph.D. in Management Sciences specialized in Project Management and System Dynamics awarded by the Strathclyde Business School at the University of Strathclyde in the United Kingdom.

For many organizations the impact of Project Management on business performance has become an unavoidable reality. Why is that so?
Since the primordial of civilization, projects were and continue to be the vehicle to implement change. What characterizes most the current reality we live in is an increasingly accelerated pace of change, which without precedent demands from organizations flexibility, capacity to adapt, and ability to innovate. Innovation and adaptation are nowadays synonymous of change. This way, managing the business by projects has become an inevitable reality to almost all organizations.
Will this emerging reality pose major challenges to organizations in order to adapt and change their traditional working processes?
Yes. For a great majority of the organizations the processes they have established are primarily oriented towards functional activities, which are characterized by repetitive operations. While these activities constitute an important part of their business, value-added change can only be accomplished effectively through projects. This is why organizations who pay attention to this emerging reality have realized that they need to develop and improve their Project Management capabilities.
Many organizations recognized this reality and consequently already re-aligned their business processes towards "projects". Will this be sufficient?
While managing the business by projects is not strictly mandatory, for the organization whose survival and prosperity depends on its ability to implement and manage change, this is the most effective management model. However, managing by projects will only deliver results if the organization achieves a high level of maturity in managing projects. Only in this way projects will deliver the expected results while addressing the needs of the business strategy.
And how to develop this important competency?
There are a number of requirements for the development of Project Management competency. Firstly, it is necessary to devise and design the methodologies that are adequate to the specific reality and needs of the organization. Supporting tools are then needed to implement these methodologies efficiently and effectively. Human resources need to develop the know-how and working culture of Project Management, so they may become true professionals in the undertaking of this activity.
Organizational Project Management must have its place within the organization, preferably being promoted by a specialized competency center: the Project Management Office (PMO). Finally, it is never advisable to reinvent the wheel: instead, it is wiser to make use of an existing both scientific and field-proven body of knowledge – i.e. the Project Management Body of Knowledge (PMBOK® Guide).
Knowing what is required is essential, but yet it is not sufficient: it is equally fundamental to know how to conduct the implementation process in the field. Being a process of organizational transformation, developing project management competency and capabilities does require an utmost attention.
